
Internet Offender Programme
A number of people who come to WellStop for treatment of their sexual offending problems have offended online. (on the Internet) Examples of on-line offending are:
- The viewing, trading, or production of child abuse images. We normally do not use the term child pornography as this can minimise what in reality are images of child abuse and rape.
- The viewing, trading, or production of images of adult rape or bestiality.
- Using online technologies to access and victimise children and young people, such as grooming victims in chat rooms and on mobile phones.

Safety on the Internet and Mobile Phones
Some child abusers try to find and groom children using Internet or phone chat rooms or mobile phones. They may make contact with children on-line, groom them (sometimes several at one time) and arrange to meet them later off-line. Sometimes teenagers, looking for sexual contact on-line, are found by adults looking for children to abuse.
There is a large quantity of pornography on the Internet; many images are extremely graphic and sexually violent. Some of the Internet pornography traffic is so extreme that it is illegal to possess in New Zealand; most often these images are of children being abused. Parents, school staff and others who work with young people may be unsure as to what is 'normal' behaviour for young people when it comes to pornography and what is behaviour that should cause real concern.
Netsafe provides excellent advice to parents and children about safe behaviour on-line. Generally speaking, open communication between parents and children which encourages children and youth to critically evaluate what they are seeing or being asked to do on-line is the most successful long-term strategy for keeping children safe on-line.
